Does the double bass have a fret board?
When reading guitar tab it'll say 3 fret and you know where to put your fingers. I cant see any lines to indicate where one note is and another.
The upright bass (double bass) has a fingerboard but does not have frets. The same is true for violin, viola, and cello. These instruments rely on developing a feel for the proper hand positions by memorization of the actual notes and where they are located. Often, teachers will place strips of colored tape at various points on the fingerboard to help the beginner develop the proper hand positioning. These are later removed and the student is then responsible for developing the proper technique.
