In the parallel-flow method, the fluids come in the same end and as the name states are parallel to each other as they flow through to the other side. In a counter-flow heat exchanger, the fluids enter the exchanger from opposite ends. The most efficient method is the counter-flow method because it transfers the most heat.

Don't get much simpler than passing a large current through it. Heating power [watt] = Current[amp] * (Resistance{Ohm])^2
To get a decent heat output with a metal plate you'll be wanting a LOT of current. metal plate of half decent thickness don't offer much resistance, so you'll be wanting a very low voltage across it. Extra thicnkess will also help conduct heat around the plate. Maybe cut a hole in the metal sheet and feed one leg of a transformer through it. making a secondary coil which a single turn. Put a number of turns on the primary that's appropriate to the voltage step down you want from your AC source (Hint Coil winding is easiest to do with on tube turned by a lathe or pillar drill)

You could perhaps experiment with placing another coil on the transformer to make what's known as a magnetic amplifier. This coil is powered by low voltage DC (eg a battery), and by varying the voltage across this coil you can easily alter the power output, by saturating the transformer core. Doubt your teacher/lecturer will have seen one of these...
